   The letter reads:

16th September 1910

The Managing Secretary Boy Scouts

Dear sir,

We started patrols of "Boy Scouts" in connection with the school a few months ago and now desire to know what steps we should take in order to be recognised at Headquarters, or registered.

I hope shortly to extend the movement to other schools in this town and to form a local Committee. This state, I should mention, is under British Protection, but most of our boys are not British Subjects - they include many nationalities, Malays, Chinese, Tamils, Eurasians, etc. - for all practical purposes we are in the same position as a Crown Colony.

We are at present using "Scouting for Boys" as our authority, and are hoping to get into touch with the movement which is beginning in Singapore and Penang, but as yet we do not know of any central authority for the Straits.

We shall be grateful for any instructions or information which you may see fit to send us.
