The Scout Masters And Teacher Advisors

he relationship between the V.I. Scout Master and his (or her) charges has changed over the years. From 1910, SM’s were active in guiding the Scouts in various skills, helping supervise parades, and overseeing the organising of excursions and camps. Leading the list is SM Mr W.C.A. Dainton, who accepted Mr Shaw’s call to lead the pioneer batch of Scouts, not just of the V.I., but of Malaya. Mr Dainton was also known as an excellent goalkeeper. Over the years, the V.I. SM’s were highly recognised among the Troops of other schools, evidence being that a number of these SM’s held posts like Assistant District Commissioner. In fact, at one stage, the Chief Commissioner of Scouts for Malaya was a Scout Master of the V.I. – CC Mr E.M.F. Payne served as the V.I. Headmaster in 1949-1952 while being Chief Commissioner, and the V.I. Rover Scout Leader. And there have been an array of achievements by other V.I. Scout Masters: SM Mr Chin Peng Lam was the youngest Woodbadger ever in Malaya when he was awarded the qualification in 1951/1952, ADC Mr T. Ramachandran was appointed as District Rover Leader in 1950. Winding back the clock, ADC Mr Mohd Ameen Akbar (one of the first Scouts of the inaugural V.I. Troop, who continued serving the V.I. and Selangor Scout movement after leaving school) was awarded with the Bar to the Medal of Merit by Lord Baden-Powell himself.

Many V.I. Scout Masters have also been former V.I. Scouts themselves. The likes of ADC Mr Mohd Ameen Akbar has been mentioned above. Another who followed in his footsteps was SM Mr Choong Wan Chan, the first King Scout of the V.I. and Kuala Lumpur. Later came figures such as SM Mr C. Ganasalingam (Second Selangor Scout in the late 1930’s), SM Mr Chin Peng Lam (Fourth KL Scout in the late 1940’s), GSM Mr Chan Bing Fai (Second KL Scout in the late 1940’s) and ADC Mr Wong Peng Kong (Fourth KL Troop Leader in the late 1940’s). In the 1960’s, there were the former First KL King Scouts, such as SM Mr Yap Peng Lee and SM Mr Liew Kon Swee, who returned to become SM the year after they had left school. And on top of that, there were many more former Scouts who had returned to the V.I. Scout movement after leaving school in order to serve in positions such as ASM; and it has been near impossible to track all of these. But the lesson remains: the return of former V.I. Scouts ensures that their high standards of Scouting abilities can be passed on to their charges. And there is, of course, greater loyalty and dedication among the ex-V.I. Scouts.

Around the 1950’s, there was a shortage of Scout Masters and this increased the pressure on the student Scouts to lead the Troops. This trend continued into the 1960’s and by the time the 1970’s arrived, the V.I. Scouts had established sufficient traditions to be virtually fully dependent on student leadership. Thus, teachers from the late 1960’s onwards have tended towards advisory capacities, with certain exceptions such as ASC Mr Sharudin Abdul Hadi and Miss Shanti Purushothman. The term ‘Teacher Advisor’ became a more appropriate description of the teachers who took charge of the Troops. Of course, it is impossible to pinpoint exactly when such a change of roles occurred. So in compiling this list of names, discretion has been exercised, though hopefully not unreasonably so. The main justification relates to the creation of the Federal Territory of Kuala Lumpur in 1974. The Troops became registered under the KL Bandar district, giving them the names of First KL Bandar Group and Second KL Bandar Group. So the school, instead of allocating teachers for each Troop (Boy Scout and Seniors) within each Group, henceforth allocated teachers to supervise the Groups as whole entities. As a result, the teachers must have started seeing their role as general coordinators, and hence as ‘Teacher Advisors’. This list marks that change by not including the title ‘SM’ in front of their names.

Paying tribute where tribute is due, the following is a compilation of names of those Scout Masters who have over the many years, sacrificed time and effort in helping to make the V.I. Scout movement what it is today.
